David Williamson
President, Board of Trustees

David Williamson is an attorney and a partner with the law firm of Bieser, Greer and Landis. He received a BA degree, summa cum laude, from Ohio University in 1975. In 1978, he received a JD degree from the Ohio State University School of Law and was sworn in as an attorney at law before the Ohio Supreme Court. Mr. Williamson has served as President of both the Dayton Bar Association and the Dayton Bar Foundation, has served on the Board of the Sinclair College Paralegal Program, and has taught as an adjunct professor at the University of Dayton School of Law and at Sinclair Community College.
Community and charitable involvement include serving as a member of the Board of Trustees of the Montgomery County Historical Society where he chaired the Old Courthouse renovation committee, and the Courthouse Square Fountain of Presidents committee. He has twice served on the Executive Board of the Dayton Rotary Club and is a past president of the Northridge Optimist Club. He has been twice recognized by the President’s Club of Dayton as Service Club Member of the Year for his service to both the Rotary and Optimist organizations.
Currently Mr. Williamson serves as Vice Chair of the Dayton Montgomery County Scholarship Committee, as a member of the Montgomery County Law Library Resources Board, and a board member of Dayton Crayons to Classrooms. He is also President of the Board of Visitors of the Ohio University Honors Tutorial College.
Mr. Williamson and his wife Terry, whom he met at Ohio University, live in the McPherson Town neighborhood of Dayton and have four adult children. The couple previously served as co-presidents of the Muse Machine Parents Association.
John A. Lumpkin, Jr.

John is a Vice President of Wealth Management with Morgan Stanley. Formerly with JP Morgan Asset Management for 10 years, Mr. Lumpkin is a native of Dayton, Ohio. John was a 2014 Dayton Business Journal Top 40 under 40 award recipient. He serves on the West Dayton Development Fund Board, the City of Dayton Financial Review Board, The Greater Dayton Regional Transit Authority Board, Citywide Development Board, and the Board for The Dayton Foundation’s African American Community Fund.
John is an active youth coach for The City of Dayton Recreation and Youth Services basketball and baseball programs, Dayton Wolverines Track Club, and Trotwood Wee Rams football. John currently mentors young men in Dayton Public Schools, Trotwood-Madison City Schools, Dayton Early College Academy Prep, Central State University, and The Ohio State University. He holds a B.A. in Economics from The Ohio State University, where he also lettered in Football and Basketball. John currently resides in Dayton with his wife Anissa and their two children.
Vince Corrado

Vince is the retired Chairman and CEO of Shook Construction, a leading construction company headquartered in Dayton with locations in Cleveland, Indianapolis, and North Carolina. Vince began his career at Shook as an estimator while still attending his senior year at the University of Dayton. Upon graduation from UD with a degree in civil engineering, Vince moved up through the ranks at Shook as an engineer, project manager, vice president, president and then to CEO. Throughout his career at Shook, Vince was known for his deep commitment to the success of the organization as well as for his passion for the "Shook family". Vince recognized early on the importance that people play in the company’s success and therefore he was dedicated to development of Shook’s employees, particularly young leaders. During his time as CEO, Vince oversaw the expansion of the Indianapolis and Cleveland offices as well as instituted a strategic planning process for the organization. Vince now serves as chairman emeritus of Shook’s Board of Directors. In this function as chairman emeritus, Vince continues to provide the organization with vision, creativity and passion, while supporting the management team in achieving Shook’s strategic goals and objectives.
Vince has long been recognized as a skilled leader within the construction industry. He has served in many roles with the Association of General Contractors (AGC) at the local, regional and national levels. His expertise has proven to be invaluable for Shook projects for clients in a wide variety of industries over the past four decades. He has managed various major contracts while directing key commercial and industrial projects, including several area hospital projects and a range of wastewater and water treatment plant projects throughout the Midwest as well as in Kentucky, West Virginia, North Carolina, Virginia and Pennsylvania.
Vince was the recipient of AGC’s Pinnacle Award in 2011 which honors those who have demonstrated leadership above and beyond the call of duty to the construction industry. This award recognizes an individual’s continued dedication, long after his or her direct leadership obligation has been fulfilled. Vince’s commitment and work as a skilled leader made him the perfect candidate for this award. He was also named a finalist in the prestigious 2008 Ernst & Young Entrepreneur of the Year, .which acknowledged his extraordinary leadership skills. Vince’s recognition focused on his ability to build relationships with his team at Shook as well as the community during a tough economic downturn.
In the truest sense of servant leadership, Vince has been involved in countless community activities throughout his career. Over the past 45 years, he has contributed both financial resources and his personal time to numerous local community and business organizations, including the Greater Dayton Area United Way, Miami Valley Council-Boy Scouts of America, and A Special Wish Foundation. Beginning in 2000, Vince became an Angel Flight Volunteer Pilot for the National Pilot Network. Through the generosity of volunteers like Vince, this non-profit organization provides free transportation to healthcare facilities for individuals that cannot afford to pay for the commercial flights. An avid general aviator with a passion for flying, Vince was selected in 2002 to represent the State of Ohio in a national event known as "Flight Across America." Vince was chosen to present the State of Ohio flag to the City of New York to honor the memory of those who perished on September 11, 2001.
Vince has a passion for education at all levels. He has spent the last several years volunteering at Mother Brunner Catholic School, advising local 7th/8th graders on high school choices and career path planning. Vince is also currently working with 6th graders at Hillel Academy to expand their understanding of their surroundings. In terms of higher education, Vince was one of the founding contributors of the University of Cincinnati Construction Education Fund and has been involved with the Ohio Foundation of Independent Colleges (OFIC), the University of Dayton and currently is a member of the Sinclair Community College Foundation Board.
Vince is also deeply committed to economic development initiatives that enhance the economic vitality of the Dayton region for all of its citizens. Vince is a member of the Dayton Foundation’s Minority Inclusion Committee which founded the Minority Economic Development Council that has since become the Dayton Area Chamber of Commerce’s Minority Business Partnership. Vince is also an active member of the Dayton Business Committee and the Dayton Area Chamber of Commerce Board of Directors and Strategic Planning Committee.
Vince continues to be a dedicated and passionate leader for all of the organizations and initiatives that he is a part of in order to make the community a better place. Vince’s commitment to his community is matched only by his unwavering commitment to his family. He and his wife Marcy have been married since 1965 and have 6 children, 13 grandchildren and 3 great grandchildren.
Al Fullenkamp
Al Fullenkamp, now retired, worked 38 years for the City of Kettering serving as an Engineer, DESC Reuse Coordinator (now Kettering Business Park), City Engineer, Public Service Director, and Assistant City Manager. He is a double graduate of the University of Dayton with a Bachelor of Civil Engineering degree and a Master of Science in Management Science degree. He is registered as a Professional Licensed Engineer and a Professional Licensed Surveyor in the State of Ohio.
Mr. Fullenkamp has previously served as President of the Local Section of the American Society of Civil Engineers, President of the Dayton Society of Professional Engineers and the President of the Ohio Society of Professional Engineers. He also served as President of the Engineering Foundation of Ohio.
In addition to previously serving on the above mentioned Local and State Boards, he has been and is continually involved in his Church. Presently he serves as the Chair of Kettering Sister Cities and Vice President of NOVA Behavior Health Board of Trustees (Drug, Alcohol, and Mental Health Rehabilitation).
Mr. Fullenkamp and his wife Sue live in Kettering and have three adult children and eight Grandchildren. They serve together as volunteers in the Kettering Backpack Program.
Sharon Hairston

A Montgomery County appointee, Hairston is a senior financial and administrative manager for CH2M Hill Mound, Inc. in Miamisburg. With dual degrees in accounting and data processing, Hairston manages all elements of accounting activity for the company. CH2M Hill Mound, Inc. was responsible for the environmental restoration of the Mound facility. Hairston has worked at the facility in various supervisory capacities since 1973.
Hairston serves other community organizations, including being secretary for the Miami Valley Catholic Social Services board and president of the Brighter Tomorrow Foundation board. She is a member of RTA’s Finance Committee.
Adrienne Heard

Adrienne Heard has a BA in Personnel Management from Michigan State University, an MBA in Management and Finance from the University of Dayton and a Small Business Administration CBA (Certified Business Advisor®) designation from the University of Toledo. Adrienne Heard established a career in business administration with a number of Fortune 500 companies as well as with not-for-profit and privately-held firms.
Heard Management was formed in 1993 to provide these same services on a consulting basis. Heard Management is a minority female owned sole proprietorship consulting firm specializing in management consulting services which include planning, management accounting, standard operating procedures, training & development, coaching and problem solving. Using training and experience from a variety of workplace settings, Heard Management develops management tools to help organizations succeed. The emphasis is on "Procedures to Prevent Problems".
In 2003 Adrienne was recognized by Leading Women, Inc. of Cincinnati for her contributions in the field of Entrepreneurship. Adrienne is the author of: Quick and Smart Entrepreneur’s Handbook, published by Hollandays Publishing. Her column "Mind Your Own Business" appeared in the Dayton Weekly News. She is a member of the National Speakers Association and is often requested to present workshops and seminars on business and staff development topics.
In her personal life, Adrienne is a life member of Alpha Kappa Alpha Sorority. She resides in Trotwood, Ohio, with her husband Calvin Heard. They have two adult sons: Kevin and Keith. In Adrienne’s spare time she performs as a storyteller, specializing in Black History. She has published a book Aunt Rosie’s Mother’s Quilt – Stories of the Underground Railroad based on one of her most frequently requested performances. Adrienne is quite active in her community, serving as trustee at her church, participating on various boards and service organizations and meeting once a month with her support group: Whist Lovers Anonymous.
Sharon Howard

Sharon D. Howard is a communications professional with over 20 years of experience in broadcast media, marketing, public relations and economic development. Areas of expertise include: community development & engagement, marketing, strategic communications, new media technology, marketing & communication consultation and project management. Also, Howard is active in non--profit program participation and corporate board service.
Howard is affiliated with numerous civic and volunteer organizations including: Board and Founding Member of the Dayton Area Broadcasters Hall of Fame, the Salvation Army Board of Trustees, Dayton Public Schools Accountability Panel, Board of Trustees of the Dayton Art Institute, University of Dayton River Park Community Corporation Board, Greater Dayton Regional Transit Authority Board and the Kettering Medical Center Foundation Board of Directors. She is also a member of Tau Lambda Omega Chapter of Alpha Kappa Alpha Sorority, Inc. and The Dayton Chapter of The Links, Incorporated. In December of 2005, she was appointed by Ohio’s Governor to serve on the Ohio Arts Council Board where she serves on the Executive Committee; July 2010, she was re--appointed to a second five year term.
In 2006, Howard founded the "Crown Jewels™ of Dayton" calendar initiative to benefit the Kettering Medical Center Foundation’s Women’s Wellness Fund. After a five year run, this effort raised over $120,000.00, which helped fund free mammograms for under--served and uninsured women in the Miami Valley area. This is the second largest gift given to Kettering’s women’s health division.
Sharon graduated from the University of Dayton with a Bachelor of Arts Degree in Television Communications.
Howard has been recognized for her journalistic work by receiving the "Regional Communicator of the Year Award" by the International Communications Training Institute and multiple National "Communicator" and "Telly" Awards. Her work in the community has garnered several recognitions including: "Central Region Volunteer of the Year" from the National Urban League, Dayton YWCA "Women of Influence Award" and "Distinguished Ambassador Award." In August 2007, Howard received the "Coretta Scott King Award" by the National Southern Christian Leadership Conference in Atlanta and in December 2007, she received the "Ten Top Women Award," given by the Dayton Daily News. In 2008, Sinclair Community College honored Howard with its Distinguished Community Service Award and was named a "Top Ten African American Woman," by the African American CEO’s organization. In August 2009, Howard was inducted into the Ohio Women’s Hall of Fame. In September 2010, she was selected as the University of Dayton National Alumni Association "Special Achievement Award" honoree. In 2011, Howard was inducted into the Dayton Area Broadcasters Hall of Fame and in 2012, received the Mary Scott Legacy Award in Dayton, OH.
Belinda Matthews Stenson

Belinda Matthews Stenson is a senior leader that is Passionate About Linking People, Processes and Performance”. She is the Director for the Dayton Area Chamber of Commerce’s Minority Business Partnership (MBP). In this role, she champions the Chamber’s efforts to grow the region economy and strengthen area minority businesses.
Belinda spent over twenty years with NCR Corporation where she served in various leadership roles in areas of finance/accounting, human resources, ethics & compliance, Six Sigma/Quality and business operations.
She currently serves on the Premier Health Board of Directors, Omega Community Development Corporation, City of Dayton Procurement Enhancement Program (PEP) Oversight Committee, and Parity Incorporated. She is a graduate of Black Leadership Development Program (Class of 1994), Leadership Dayton (Class of 2013) and the University of Dayton Emerging Leadership Development Program.
Thomas U. Weckesser
Investment Advisory Committee Chair
Tom Weckesser is the Executive Director in the Office of the President at the University of Dayton. In this role, he focuses on coordinating projects and activities with senior leadership teams, administrative staff, departments, and external groups.
Prior to this, Tom served as the Director of IT Application Support & Integration at UD. He spent 10 years directing IT professionals who are responsible for web development, data bases, and all of UD’s servers and storage systems. He was also responsible for custom application development, file and print sharing, enterprise hardware and software systems, email and authentication and access management.
Tom managed the implementation of UD’s first Enterprise Resource Planning (ERP) system from 2007-2011.
He is a double graduate of the University of Dayton. He holds a Bachelor of Arts degree in Management Information Systems and a Master’s of Business Administration. After graduation, Tom began his career at NCR as a developer and manager for systems including e-commerce, file transfer, and Oracle financials. After 10 years at NCR, Tom joined a small consulting firm where he helped develop custom software for retail and publishing industries.
Tom lives in Kettering, and is very active in the Dayton community. He serves on his parish council and is engaged with activities at UD as well as Chaminade Julienne High School.
RTA Board of Trustees meetings are held at 4 S. Main St. in the 3rd floor Board Room and committee meetings are held in the multi-purpose room, unless otherwise noted.
