Rules of the Road
- No smoking (including e-cigarettes), eating, or drinking on RTA vehicles. Food and drinks carried onboard must be in a sealed container.
- Customers must wear clothing that appropriately covers their body. Customers must wear shoes and shirts and may not wear apparel that has obscene language or gestures or racial, religious, sexual, ethnic or other slurs or offensive comments
- Customers must use headsets when listening to audio and video devices.
- Customers are asked to refrain from speaking on cell phones while on RTA vehicles.
- Customers must not use profanity or engage in disruptive or threatening behavior.
- Vandalism of RTA property or littering will not be tolerated.
- Customers must keep aisles clear.
- Customers must remain behind the standee line when the bus is in motion.
- Bicycles must be functional and able to be secured on the bike rack.
- Customers prior to boarding the vehicle, are responsible for providing a valid form of payment, ensuring an appropriate account balance, and providing proof of eligibility when obtaining a reduced fare.
- Customers must vacate designated seating areas for older customers and customers with disabilities as requested by RTA operators.
- Customers may not carry onto an RTA vehicle any item which could cause injury or damage to RTA customers or property, including hazardous materials, except lawfully carried and possessed firearms.
- Customers must maintain personal hygiene so as not to offend fellow customers.
- Ski masks or other non-health related face coverings must be removed upon boarding RTA vehicles. Face coverings worn for religious purposes are allowed.
- Loitering on vehicles is prohibited. RTA services are designed to provide mass movement of customers for single trip purposes to maximize customer safety and comfort.

Operating and Capital Budget
A presentation of operating and capital budgets through 2020 It includes the Income Statement, Capital Budget, Federal Funding, Projects Highlights, and an Analysis of Reserves. The Budget Presentation reflects the cost of operating a transit system at a time of uncertainty regarding the economy. Economic forecasts are a concern, and a cautious outlook for future years has been reflected in projections for some of the authority’s major revenue sources.
Audited Financial Report
The Authority’s Audited Financial Report was prepared in accordance with Governmental Auditing Standards. The Report includes the Management's Discussion and Analysis, the Statement of Net Assets, the Statement of Revenues, Expenses and Changes in Fund Net Assets, the Statement of Cash Flows and the Notes to Financial Statements.

Organizational Chart
RTA is governed by a nine-member board of trustees that oversees the overall operations of the authority. Paid employees within the agency include an executive director, seven directors, one deputy director, and 10 managers. RTA also employs several supervisors, specialists, and administrative assistants as shown on the Organizational Chart.

Community Grants
The RTA is committed to being a community partner in helping promote livable community initiatives. This partnership allows RTA to leverage funds that would otherwise go to other parts of the state or country. At the local level, through the Community Grants Program, the RTA has contributed $2.2 million to 20 communities leveraging additional local match project dollars from 1996 to the present. Through these and other similar projects, the RTA can assure transit planning and community planning remain a key partnership in building livable communities throughout the region.
Originally established in 1996 by the RTA Board of Trustees, the Community Grants Program was established to promote transit-related planning and development in the RTA service area through public/private partnerships and cooperative efforts.
Community Grants assist with transit-related investments above and beyond those which RTA can normally provide, thereby enhancing mobility alternatives for RTA's riders.
The following information provides an overview of the program and outlines requirements for project eligibility.
Eligibility
All jurisdictions within the RTA service area may apply for RTA Community Grants funding. Jurisdictions may also sponsor joint applications with private entities located within their jurisdictional boundaries. Multiple applications may be submitted by a jurisdiction for the same funding year. Projects evaluated as having regional or community significance will also be considered for RTA Community Grants Funding.
Available Funding
RTA will make available Federal 5307 formula funds for the Community Grants program. this funding will support approximately $200,000 in projects. The Community Grants program will provide 80 percent match to a projects's budgeted or actual costs, whichever is smaller. Jurisdictions interested in submitting applications must certify that they will provide a 20 percent local match. Projects must be completed within 12 months of the execution of grant award date to assure RTA's financial commitment to a project.
Program Administration
Each Fall, the RTA will e-mail Community Grants program information to all area jurisdictions. Grant applications are on line and must be received by the RTA by the date specified in the application. The RTA will host a grant workshop to address questions and provide useful information on preparing grant applications. A review committee of the RTA will summarize and evaluate proposed projects based upon program guidelines and criteria. All projects selected for possible funding are subject to the approval of the RTA Board of Trustees prior to contract execution.

- Must be a transit related capital project.
- Provides a positive impact in RTA's service area boundaries.
- Leverages private, nonprofit and/or other government monies.
- Does not increase RTA's operating costs.
- Must be completed within 12 months of the execution of a grant award.
Criteria
- Improves safety and accessibility of transit.
- Increases transit ridership and/or market effectiveness.
- Does not increase RTA's operating costs.
- Enhances mobility of persons.
- Leverages external funding.
- Links transit to current or planned major development.
- Promotes the RTA Hub System Plan.
- Promotes the RTA Electric Trolley Plan.
- Encourages Partnerships
